Mission Critical: Activity, device, service, or system whose failure or disruption in normal business hours will result in the failure of business operations. For example, for an online business, the communication system is mission critical; for a steel mill, water and power supply have the same importance.

So it goes to reason that if a company implements a solution it considers Mission Critical and that solution delivers an R.O.I. substantial enough to merit the investment in the technology initially, the solution is worth implementing in a professional industrial manner.

It’s the same old story over and over again. Carriers, suppliers and distribution centers are always pointing fingers at each other for missing pickups or deliveries. On October 1, 2010, the PRC’s MOT implemented new NVOCC Freight Filing Rules referred to as Circular No. 40. These new requirements will be enforced by the SSE. Huh? Sounded like Greek to me when I first read it. Let’s try this again . . .

On October 1, 2010, the Peoples Republic of China’s (PRC’s) Ministry of Transport (MOT) implemented Non-Vessel Operating Common Carrier (NVOCC) Freight Filing Rules referred to as Circular No. 40. These new requirements will be enforced by the Shanghai Shipping Exchange (SSE).

Let’s start with “What is a Customs Warehouse?” A Customs Warehouse, also referred to as a Bonded Warehouse, is not a new concept; it actually dates back to the early 1700s. It was proposed as a way to reduce revenue fraud and to help importers stay competitive when importing heavily taxed items. The proposal wasn’t adopted until the late 1800s. The original provisions referred to the locations as “King’s Warehouses”. These warehouses were provided by the “Crown” or had to be approved by the customs authorities. Importers were required to give bonds to pay for duties when articles were removed instead of at time of importation.

A better way for Non-Vessel Operating Common Carriers to store ocean freight contracts, manage surcharges, simplify price management, provide global visibility, distribute the management of contracts across the organization and create, book and audit quotes.

Anyone who has had to look at a quote or contract from an ocean carrier immediately knows one thing about ocean transportation costs; they're complicated. Years ago I remember seeing some of our publishing team leafing through stacks of paper that constituted an ocean contract. That complexity didn’t go away with excel. In fact, when I ask most freight forwarders or NVOs I visit about how they manage their ocean freight contracts, I hear the same thing, time and time again - “They’re on our pricing manager’s computer"…"We post them on an intranet"…"Our IT co-op built this Access database….”
