The dynamics of global trade changed dramatically in the aftermath of 9/11. Since this tragic event, the United States federal government has passed regulations designed to protect its borders and ensure the safety of its citizens. Among the electronic customs compliance requirements that have been enacted are the Trade Act of 2002 and the 2006 Security and Accountability for Every (SAFE) Port Act. These initiatives, along with other global customs initiatives, have spurred an ongoing wave of customs compliance mandates for every mode of transportation and participant in the global supply chain around the world.
