On March 30th 2012, a bill to amend part of the Customs Tariff Law was passed through the Diet legislature in Japan. From March 2014, this amendment will enact the Advance Filing Rules, which requires a vessel operator or non-vessel operating common carrier (NVOCC) to electronically submit to Japan Customs the information on maritime container cargo intended for a port in Japan. The submission should happen no later than 24 hours before departure of the vessel from a port of loading. This is called JP24 and is regarded as the equivalent to AMS.
To help customers that are involved in Japan import/export operations learn about the JP24, Descartes and NACCS (Nippon Automated Cargo and Port Consolidated Systems, the operator and regulator of Japan customs systems, delegated organization of Japan Customs, and equivalent to China E-port under China Customs) have planned a series of complimentary educational sessions in major port cities in China.
