Sweden UCC Checklist


Why the change?


Union Customs Code (UCC) is being implemented with multiple technology projects and centralized processes,
Multi Annual Strategic Plan (MASP)

• Leading to a position where all customs formalities can be linked together.

• EU trader can potentially centralize all their Customs activities in one Member State.

• MASP should be completed by the mid of 2025.

All customs declarations must be filed electronically - an objective of the UCC which calls for all paper-based customs procedures to be replaced with electronic procedures.

Temporary Storage, Presentation Notifications and Proof of Status must be replaced with a fully digital alternative.

What will happen?


Replacing National with the EU Customs Data Model.

Introducing new customs systems Tullens Elektroniska SystemStöd (TESS) in Sweden.

Centralized Clearance, as soon as the EU legislation is updated, centralized clearance all over Europe will be possible

Because of the European data model Declaration Management System (DMS, TESS in Sweden), is better connectable to other European customs declaration systems:

Centralized clearance all over Europe will be possible
NCTS Transit Declarations (NCTS Phase 5)
EMCS Excise Declarations (EMCS Phase 4)

What do i need to do?


For our customers, many of these changes will be taken care of automatically. The GCT screens general look and feel will change to fit the new requirements. Changes to prepare for:

Different data set

• For filing in accordance with EU Customs Data Model - UCC Annex B, although technical changes.
• The data blocks and boxes are replaced with data categories and elements.

Process changes

• Customs will no longer, correct customs declaration after an inspection. The declarant is responsible for the declaration and needs to correct the declaration themselves.
• To send supporting documents via the Customs' e-service and not via e-mail.

Customs has approved Descartes' customs solution for the new import system

Descartes is proud to announce that we have been approved as a system provider by Customs for the new TESS import system. Descartes customs solution GCT (Global Customs and Transport) has been approved by the Customs for SCTS-IMPORT (IMDS, IMDP, IMDR, IMDA, IMDC).

The Swedish customs has previously announced that the old import system will run until 31 December 2022, which means that all changes must be implemented before the end of the year.

This means that the Swedish customs has approved that our tests for the specific message were correct at the time of testing. We are now making the transition to the new import system with selected pilot customers, before rolling it out to all our customers.
