The United States Postal Service (USPS) implemented several shipping policy and pricing updates on July 12 that could affect shipping costs, packaging practices, and compliance requirements for ecommerce sellers. The changes include revised dimensional weight calculations, simplified commercial pricing for lightweight USPS Ground Advantage shipments, updated Cubic pricing rules, and new hazardous materials (Hazmat) fees.
One notable change is the removal of tiered commercial pricing for USPS Ground Advantage packages weighing less than one pound. Previously, commercial rates varied across four ounce-based weight bands. Under the new structure, all commercial Ground Advantage packages under one pound are charged the same rate within each shipping zone. USPS has also expanded Cubic pricing eligibility by increasing the maximum package dimension from 18 inches to 22 inches and reduced USPS Ground Advantage Cubic Soft Pack pricing tiers from ten to five to align with Priority Mail Cubic.
USPS also revised how dimensional weight is calculated. The dimensional weight divisor has been reduced from 166 to 139, while package dimensions are now rounded up to the nearest whole inch before the calculation is performed. Together, these changes may increase billable weight for some larger, lightweight shipments.
The Postal Service has also introduced a $7.50 Hazmat handling fee for qualifying shipments and a $50 noncompliance fee for improperly declared hazardous materials. In addition, packages submitted with inaccurate dimensions may incur a Dimension Noncompliance Fee. Sellers reusing shipping boxes should ensure old hazardous material labels are completely removed to avoid unnecessary compliance issues.
For ecommerce sellers, these updates highlight the importance of reviewing packaging, measuring parcels accurately, and confirming hazardous material classifications before shipping.
