Using Descartes to Ensure Compliance with ICS2

The Wallenius Wilhelmsen group is a market leader in roll-on/roll-off (RoRo) shipping and vehicle logistics, managing the distribution of cars, trucks, rolling equipment, and breakbulk to customers worldwide. Steven Barfoot, Senior Manager, Global Documentation and Customs at Wallenius Wilhelmsen explains how the company is building upon its existing relationship with Descartes for advance security filings to comply with the European Union (EU) Import Control System 2 (ICS2) requirements'.

“Wallenius Wilhelmsen is at the forefront of regulatory compliance as we provide a foundation to move shipments for our customers around the world. One key part of this is to ensure that our customers comply with a growing body of regulations,” said Steven Barfoot. “Moving equipment and vehicles is a time-sensitive business, and our client base looks to Wallenius Wilhelmsen to ensure shipments reach their destination without delay.”

“As regulations like ICS2 evolve, we are keen to build upon existing technology like we already have in place with Descartes. It makes sense to expand a common platform to enable compliance. We, as a carrier, have been on board with ICS2 for some time. However, freight forwarders must also declare their House Bills of Lading (HBLs) to EU Customs.”

“There are independent steps that forwarders must take to enable compliance. These include obtaining an Economic Operators Registration and Identification (EORI) number, but forwarders themselves must also file. We encourage freight forwarders to establish robust data collection processes and secure clear communication channels with their clients to also include Harmonized System (HS) codes as well as consignee EORI numbers.”

“With regulatory compliance as one of our top priorities, we have focused on ICS2 and similar regulations worldwide for a long time. We are pleased to continue to expand our partnership with Descartes as one of our key technology providers, and encourage our forwarder partners to move toward compliance ahead of regulatory deadlines.”

ICS2 is an advanced security filing that calls for additional information about shipments prior to entry into the EU. The regulation was established to obtain a more complete data set regarding the parties and contents of shipments to enhance security as well as speed up the movement of legitimate freight. Freight forwarders have until April 1, 2025, to request a deployment window and start as self-filers. For more information visit the Descartes ICS2 Resource Center.
